Jeff Thomas CEO

A serial innovator and entrepreneur, Mr. Thomas formed SHINE Management Inc. (SMI) to answer the one challenge he had with SHINE Systems: where do I turn for assistance when I start my business, experience growth, and then have fractional needs in specialized areas such as marketing and CFO support. Not only does his career enable him to offer expert and innovative solutions, but he now brings his 30+ years of experience to help other companies address their challenges.

Mr. Thomas has engineered and managed software systems across a multitude of platforms; applied methodologies in business development and project management; engaged in business process analysis and optimization; and understands the importance of measuring results having led analytics projects among start-ups, law enforcement, military, and a dot-com (yes, a dot-com!). He often uses the servant-leadership model when assisting his Team, clients, and partners.

When I started my first business in 2000 I have to admit I was not entirely prepared for the variety of skilled help I’d require.

My need for accounting, admin and operational support ramped more quickly than I could afford to staff internally. Friends and colleagues had well-intentioned referrals, but finding the right vendors for my organization was more difficult than I expected. As I was looking for help, my frustration and distraction only grew as each vendor came with their own set of offerings, meetings, proposals, and agreements to navigate. You get the picture.

That frustration is precisely why I started SHINE Management Inc. – it offers businesses like yours a one-stop shop for on-demand support and ongoing advisory services. A single agreement with a single partner who already knows your business and meets your near-term and long-term requirements.

Now a host of businesses around the country (including three others of my own) engage SMI as a cost-effective partner to manage marketing campaigns, provide C-level advisory services, assist with legal agreements, setting up accounting systems, and/or help grow sales.

Debra (Deb) Hoopes has more than 20 years’ of senior executive experience as a chief financial officer and chief operating officer with both international privately and publicly held organizations ranging in size from start-up to $1B in revenues.

Deb has comprehensive experience in financial analysis, planning, oversight and hiring of financial staffs, change management, vendor, partner and customer contract negotiations, acquisitions and distressed company situations. Her CFO responsibilities include venture, private-equity backed and public companies whose businesses operate in the U.S. and abroad.

Shelly Beard  sr vp recruiting

Shelly is a Professional Recruiting Executive with over 20 years in the Talent Acquisition industry, including experience in IT, Manufacturing, Aerospace and Defense, Engineering, Retail, Hospitality, Energy, Entertainment, Healthcare, Insurance, and others.

His in-depth knowledge of both the marketplace and technology enables Shelly to present a high level of strategic partnering. He is experienced in Full-Time, Contract, Contract-to-Hire sourcing in Internal, Agency, Contingent, Retained, and RPO recruiting models.

Shelly is AIRS trained and certified with successful experience with filling positions across the country. He is highly networked and familiar with traditional sourcing as well as social media.

With experience and expertise in a variety of positions, Shelly has the right background and personality to lead a successful recruiting team.

Robert Braden, JR  vp Business Development

Bob has over thirty years of experience working with top hardware and ERP software organizations. Previously an executive with IBM, Bob specialized in higher education clients and was responsible for alliances between IBM and many prestigious institutions that focused on collaborative research and product testing. With over twenty years of experience supporting Oracle clients, Bob has also worked for Oracle Corporation and was the Director of Sales and Client Relationship Management for a well known Oracle E-Business consulting boutique. Additionally, his ERP experience includes four years of supporting PeopleSoft clients through various implementations and upgrades.

Bob utilizes his extensive client management experience with national consulting services organizations to ensure that Shine Management Inc customers are maximizing their growth potential.

Scott has more than 28 years of experience working in and with the Federal Government in a variety of capacities. He began his career as a communications, computer, and Unix specialist in the U.S. Army, after his retirement from the military Scott became a Washington Editor’s Choice Award-winning Project Manager for the creation of the Best Data Mining Tool Suite as well as winning the Data Warehousing/Business Intelligence Best Practice Award.

Scott has worked with the SHINE Family of Businesses since 2012 in a multitude of roles. Currently, he is the Vice President of Operations for SHINE Systems as well as SHINE Management Inc, where he specializes in helping our clients and customers with Contract Management, Business Development, Business Capture, and Project Management.


Derek Carbonneau  vp marketing

Derek brings more than 20 years of senior marketing, growth and product experience in a variety of industries as diverse as e-commerce, biotech, healthcare, and travel. Derek is a two time Inc. 500 VP of Marketing and has led the marketing function for start-ups and $250M companies.

Derek and team help our customers with branding, positioning, strategic marketing, tactics, and programs to create interest, demand, and recognition for your company. Derek has a particular interest in aiding start-ups with modeling, strategy, branding and growth marketing.
